DINGHY PARK REGULATIONS ~ Blakeney Dinghy Park Committee

1. The Dinghy Park is for the use of Sailing Dinghies, Catamarans, Motor, Rowing and Work Boats, Canoes and Windsurfers. No unused boat road trailers or trolleys to be left on the Dinghy Park.
2. No items may be left on the ‘Dinghy Park’ between 1st December and the 1st March. These dates are mandatory and will be strictly enforced. Owners who transgress will find their craft removed without notice even if the period is only a day. [Regulation 13 will apply.]
3. A boat owner who uses his/her boat regularly in the closed period may apply for a permit from the Parish Council to remain in the Dinghy Park. Any application must be received before 1st December each year. If a permit is granted then it must be displayed on the boat. Boats must be properly secured, and in a designated area.
4. All boats remain on the Dinghy Park at their owner’s risk, and all users of the Dinghy Park do so entirely at their own risk.
5. Boats owners must hold valid Public Liability Insurance against third party claims in the sum of at least £2m arising from any one incident. Owners may be requested to show proof of insurance to the Committee.
6. Boats must either be secured to stakes, metal angle iron at least 0.5m long or tied down to the “mooring” chains. The stakes must be driven below ground level with no point of the stake protruding above the ground. Stakes and any objects used in securing the boat must be removed at the end of the season or when the boat leaves the Dinghy Park. All craft secured to the “mooring” chains are attached solely at the owner’s risk
7. No ropes, wires, markers or any other object may be left on site to reserve spaces at any time.
8. There are no rights to a particular space in the Dinghy Park.
9. The Committee can move or reposition boats at their sole discretion to optimise the use of the Dinghy Park. In moving a boat the Committee will also move the stakes and secure the boat although the owner should always check the adequacy of the security. Prior notice, 14 days, will be given of the intention to move or reposition a boat.
10. The Committee may designate an area for ‘visitors’ boats’, which will be available for short term use, not more than 15days. This will be highlighted by way of a ‘notice’.
11. The Management Committee will determine the layout of the Dinghy Park, to facilitate Regulation 9 but not designate specific spaces therein.
12. Copies of the Regulations may be obtained from the Blakeney Parish Council Office clerk@blakeneyparishcouncil.co.uk Blakeney Sailing Club Hut, Carnser Car Park Hut and the Sailing Club web site www.blakeneysailing.co.uk. These details will also be published/advertised in the ‘Glaven Valley Newsletter & the Parish Council Notice Boards’.
13. Boat Owners who fail to follow the regulations will be asked to rectify breaches by a notice attached to the boat. Failure to comply within 28 days may result in the boat being removed to open store with a fee of £50.00 to secure recovery or £10 for canoes.
14. All Boat Owners should complete a contact form and return it to the Parish Office where a central register will be maintained to facilitate contact in case of emergencies or to send information. Copies of the form will be left with the boat each year. Completed forms should be left either at the Parish Office or the Carnser Car Park Attendants Hut.
15. The decision by Blakeney Parish Council in respect of the above, is final.
